"Expertise in War" mercenary upgrade on already created units

Description
The new technology promotes mercenary units to advanced rank. For units already created, basic units are promoted to advanced and all units keep their xp. It seems logical then that advanced units should be promoted to elite, but instead they just stay advanced.
For example, if you've made two units, one who's gotten 50/100 xp and the other who's gotten 100/100xp to reach advanced and is now 0/100 xp on the way to elite, then after getting the tech the first unit is 50/100 xp and now advanced (instead of basic) but the second is 0/100 xp and still advanced (rather than elite). So now the first unit is better than the second.

got some sub components.
It's not a tech wich gives xp, it's a tech wich change requirements, even if I understand what you say, imo it's not an issue.
