Use the Options interface to replace the Tutorial one

Description
The tutorial is currently displayed over a half transparent frame.
I think that it could have the same interface that is used for all other frames, like "Options".

Opaque background ok for me, but only if there's a hotkey to reveal the background.

Move tickets to their correct component as "UI & Simulation" got some sub components.

The main motivation for this transparent frame is windowed mode: the frame takes a large part of the screen, and it's nice to nonetheless see through it if some important event happen in that part of the screen.
I agree a non-transparent one could be nicer and more readable, and maybe adding a hotkey to hide/unhide it would solve the problem of the window mode.
