RealTime an hour off and ceasefire and gametime at 0.

Description

The user GeeBee reported this error to me in the ingame chat:

He/she lives in timezone gmt+3, but the realTime (ingame) says gmt+2, yet the global pc time says gmt+3 correctly. Most likely consequently the ceasefire and gametime are adding up to 1 min and then get reset to 0 again.

A possible explanation is that the country he/she lives uses another timezone than it is physicly in. (Didn't tell which country).

His/her OS is ubuntu 16.04

Relevant code is in L10n::FormatMillisecondsIntoDateString of L10n.cpp. Perhaps it's also related to summer/winter time.
