Broken "ocean" water for some windangles with HQ Water effects

Description
While messing with the wind angle on scythian rivulet (Phab:D1233), I noticed that only if
- the watertype is "ocean"
- HQ water effects are enabled
- and some wind angles
the water has many black pixels on it.
This is either a bug with the ocean graphics set or the water shader.
