Allow setting rally points while constructing buildings

Description

It is possible to set waypoints for construction buildings (different types of barracks) while this buildings are in construction? This is also possible in other real-time strategy games like StarCraft II.

Assuming you mean being able to set rally points before the building is fully constructed? I'm not sure if this is possible or not, but it's not a bad suggestion.
