Improve Fallback for no scripts on website

Description
Currently if scripts are not enabled, there is just a banner. The content is still displayed but can be very problematic and disrupt the layout of the site. So this task will take care of hiding certain content if scripts are disabled.

Now the website is live, you can't update it without testing by several people on the theme dev instance first. We don't want to break anything and then have to wait a day or two till it's fixed. So no pushing to live site until changes are signed off by Erik or myself.
Thats why we have the test instances still around :)

Lets be realistic... this isn't worth the time. Even though the fallback for the homepage has been fixed, there are few suitable or no alternatives for other dynamic pages. Turning off JS is a user's choice and not our problem.
Now the website is live, you can't update it without testing by several people on the theme dev instance first. We don't want to break anything and then have to wait a day or two till it's fixed. So no pushing to live site until changes are signed off by Erik or myself.
