Show more command buttons — at Initial Version

Description
At the moment we have 13 command buttons available, but we can only display 6.
Even with only one unit selected, there can be 7 buttons: delete, stop, garrison, patrol, repair, back-to-work and guard.
We need to find a way to show more command buttons.
There are several ways to achieve this:
- add a scrollbar to the buttons (would be annoying to scroll every time you want to click on a button)
- raise the height of the middle panel and display a second row of buttons:
