Broken "ocean" water for some windangles with HQ Water effects

Description

While messing with the wind angle on scythian rivulet (Phab:D1233), I noticed that only if

  • the watertype is "ocean"
  • HQ water effects are enabled
  • and some wind angles

the water has many black pixels on it.

This is either a bug with the ocean graphics set or the water shader.

The Napata Reconstruction map has the same issue (wthout any modifications).

Definitely a shader bug.
