Skipping First Turn in Replay

When I was testing Phab:D2197 (using the multi-army-control.py script from Phab:D2199), I noticed that the units would move during the original game but not during the replay. After closer inspection, turn "0" is not executed during the visual replay. Updating the commands.txt file so the actions were taken on turn "1" resulted in the entities moving as expected.

This seems to have been introduced semi-recently as it was not present in v0.0.23.

According to my memory it has always been the case. According to my testing it's also the case in a23.

I just double checked and I was incorrect - this was present in a23 as well. My bad.
