I think, the enemy unit should not respond with the voice if we click on it

Fixed in r12553 (I really need to remember to make use of Trac's commit message parsing).

Agreed, this is a problem even in the new sound system for Alpha 11. UI sounds (training and construction notifications) and voice responses should only be heard by the relevant player.
