[PATCH] Enable/Disable Formation Toggle

Description

This patch adds the option to disable formations or use formations.

(Also removes Scatter formation for space issues, but this can be changed)

Still a little bit of an issue with needing to issue an order after enabling/disabling to make the units behave.

Forgot to mention: It'd be nice if we could have a null formation icon. The one I was using was just a sloppy photoshop.

works fine, but can be nice for now set all units as null for default i will make a icon for you
