Follow command- different to escort

Description

The problem with escort command focus only in protect a single units, for example if I want a priest can heal a heroe and their units I need do a extra micro, in AoE 2 following are difference to escort by that, only follow a assigned unit and can help other nearby unlike our actual escort.

Component: UI & Simulation → Simulation

Move tickets to Simulation as UI & Simulation got some sub components.

Follow-state in ​Phab:D1958, could be expanded to be used for this.
