Display actions for units as a group, not first selected unit

Description
When a unit i na group can build, show the build icons in the GUI.
Currently, the GUI is determined by the first selected unit.
If the unit is a hero, you can't build a thing.
Ideally, it'd show the the actions of the most capable unit.
So with a hero and women selected, the buildings women can build would be selected.
If any infantry was in the group, you'd add the additional special buildings.

It's not just the first selected unit that influences this. For example, bandbox a mounted unit and women, and you'll get no build icons. Whereas if you bandbox infantry and women, you'll get infantry build icons. But of course if you individually add units to a selection, the build icons don't always change. So at best it's inconsistent.
But the expected behavior is not clear to me. A case could be made for least capability being shown, as that is technically correct for a selection if say, a single unit cannot build. It may be more inconvenient if you have a mass of units and don't want to waste time picking the correct ones (although we have double-clicking which makes this fairly simple).
