Wonder mode - "Player X will have won in Y seconds" doesnt appear after rejoining

Description
If you play wonder mode and rejoin after a player has built the wonder already, then the message that states the time left until victory is not being displayed anymore.

If I delete all my women and build the wonder with men only, then I dont get an OOS on rejoin.
The OOS must have come from the AuraManager, see #2684 #3181 and #3188.

Displays the corret message after rejoin! Unfortunately it throws an out of sync error in wonder mode, but not when building a wonder in conquest mode and rejoining.
