Trading tax for allied players

Description
A Trade Tax: Allies gain a percentage of the resources traded to their dock or market. The percentage can be set by the allied player in their Market UI. Tax rate for the allied market or dock is shown in the tooltip when setting a trade route.
It would be a kind of way to get tribute from an ally, without using a magical tribute function. Adds an interesting dynamic between players. "How high can I set the tax before I tick off my ally?"
Suggested tax options: Low (10%), Medium (25%), High (50%).
Suggested place to put the tax options: Where the "Barter" button is now in the Market UI.
